Introduction

The IAEA offers a peer review and appraisal service called the Integrated Regulatory Review Service (IRRS). The IRRS is intended to strengthen and enhance the effectiveness of the State´s regulatory infrastructure in nuclear, radiation, radioactive waste, transport safety and nuclear security. The IRRS is carried out by comparisons against IAEA regulatory safety standards and against international legal instruments and IAEA guidance on nuclear security with consideration of regulatory technical and policy issues.

In this context at the request of the Government of Spain, an international team of twenty two experts in Nuclear, Radiation, Transport And Waste Safety and Nuclear Security visited the Spanish Nuclear Safety Council (Consejo de Seguridad Nuclear CSN) from 28 January to 8 February 2008 to conduct a full scope Integrated Regulatory Review Service (IRRS) mission to review the CSN regulatory framework and its effectiveness. CSN is the only competent body in matter pertaining to nuclear safety and radiological protection in Spain

After the IRRS mission carried out in 2008, the Spanish Nuclear Safety Council in cooperation with the IAEA is going to conduct a Workshop on Lessons Learned from the Integrated Regulatory Review Service (IRRS) which will be held in Sevilla, Spain from 3 to 4 November 2008.

The main purpose of the workshop is to provide information to interested Member States regarding the IRRS, to discuss their experiences and lessons learned from the regulatory review conducted at the CSN in Spain and other conducted IRRS missions as well as to explore further improvements in the planning, expectations and implementation of the IRRS, including the establishment of network of experts from regulatory authorities.
